No 'govt' has authority unless we individually agree. Ditto for a constitution. Law is bullshit, it is a made up concept and without total agreement, it is nothing. Countries, as nations, are ideas, and with total individual agreement are also bullshit. Ditto Taxes and all the rest of that thievery. Finally, voting is utter bullshit.
